First of all, Oxhorn is never right, second of all I got the impression that the Institute Laser was meant to be a cheap, mass produced weapon rather than a specialized high-end model like the pre war AER 9 or AER 12(Wattz 2000) were. I could be wrong, but it just doesn't make sense to have so many of them laying around unless they were supposed to be surplus models that were JUST effective enough against most wasteland threats without wasting too much more resources creating them, remember conserving power and materials is a big part of Institute's problems and simply upgrading their reactor is considered a major plot point.For once Oxhorn actually made an interesting observation in one of his videos. Despite the Institute having so many resources at their disposal, the laser rifle they produce is somehow inferior to the one that was made before the war. While probably not an intentional this is a funny bit of environment building. The fact that despite being geniuses they overthink a problem to the point where they produce a worse solution than if they approached it more simplistically.
