Excuse me? Raul was a skilled gunfighter and mechanic before the war, and it was his iron will (and later, his need for revenge) that kept him going after he turned into a ghoul.

It doesnt matter at this point. Season 2 ending pretty much proves my theory early ITT that Bethesda did not "kill off the past games lore/progression" but only 'delayed' as a half-assed apology to the fans. They basically proved the NCR is still alive, just weakened, Legion is still alive, just weakened, Mr. House is still alive, just weakened, etc. almost like 15+ years passed and nothing happened lol. But hey I take that over totally killing off everything, I guess?

Still the show is 100% set after a botched Yes Man ending so your own canon can still be your own thing depending on what is your preferred FNV ending. If it was a Legion or NCR victory then the show wouldn't work out.

California is a desert wasteland filled with fallout 3 tier raiders and tiny communities.

This season was just 90% retconning shit from the first season that people disliked

it's more marketable for them to basically do that than trying to keep a established canon where they can't sell "rule of cool" ideas since these ideas will obviously go against the canon.

We got told in FNV via ED-E that there's a Enclave outpost in Chicago, and the existence of the remnant's bunker in that game too also implies the existence of other such bunkers. I don't think any reappearances should be them as an actual threat, but as some minor power in Illinois, maybe an underdog to the BoS, would be good enough.

I think the reason Bethesda lean so hard on the Enclave and BoS is largely down to them not being able to create interesting post-war societies that meet their criteria of "civilised" but not "developed", because they want to avoid doing post-post-apocalypse for as long as they can. It's why they won't touch the West Coast themselves and will probably try to avoid places that might've avoided being reduced to craters. (Rip to anyone who wants Fallout Nebraska) The Institute was the closest they come but they had to lobotomise the organisation in the womb because, yeah, if they lifted a finger might've taken the post-apocalypse feeling out of the post-apocalypse game.

They're killing their IP for probably 2-5k sales at most.
