The shitty part about the BoS is that they made them goofy do-gooders in FO3 and to a lesser extent 4. Outside of that it actually makes sense that they'd have a (minor) presence in The Capital Wasteland for research swiping, New Vegas for keeping an eye on Mr. House and HELIOS One, and Massachusetts to control/loot the Institute.
I disagree somewhat.
FO3 made it clear Lyon's Brotherhood chapter was an anomaly, and by FO4 they reverted greatly back to their original roots, with some of Lyon's ideas (like recruiting capable Wastelanders) retained out of a need for practicality (it prevented the Mojave chapter's dwindling numbers issue from being so dire).
They were also more like they were in Fallout 2 in FO4, given they were allied with the wastelanders generally to take down a mutual foe, but outside that had their own specifics goals and prejudices.
