It speaks to his cold judgement and ruthlessness.

Again, the Enclave in 76 and in 3 weren't fascists either, and I would argue Autumn had a viable plan for the DC Wasteland. New Vegas also went the distance to humanize an old squad, showing that they obviously all weren't fanatically devoted soldiers looking to genocide everyone not them. The only one that was bitter as vinegar was Moreno, and that's more because of the NCR being a bunch of annexing hypocrites, not because he had any real grudge against normal people. For fucks sake, Arcade regards his Enclave heritage with shame, but also hints of pride.
Gee willikers, it's almost like Obsidian knows how to write nuance! The Frontier is if you took a fucking sledgehammer to a typewriter. There's no goddamn subtlety anywhere. It's just The Phantom Pain 2: Electric Boogaloo. Or at least it would be, but Hunt Down The Freeman already did it and that had a semi-cohesive story compared to this derivative schlock.
