Basically they're stopping the whole thing, while claiming they weren't ever going to spam hostile generic takedowns, while declaring they will cancel all existing hostile generic takedowns.

True this sums up the whole People vs. Youtube-Viacom when the storm passed. More and more were spamming audio flags, some of your favorite pre-2010 content are likely muted or pulled..

Muted videos can actually be restored most of the time. If the video is still on YouTube and you open it in YouTube's video editor, then save a copy without making any changes to it, YouTube will re-render the video with the "missing" audio track and re-upload it to your account as a new video. It'll be flagged and monetized immediately by the claimant, but at least it's not muted anymore.

Oh yeah, that apology seems completely genuine after their NO NO NO, YOU GUYS DON'T UNDERSTAND, ITS FOR THE COMMUNITY video from a few days ago where they told everyone they were going to go ahead with their plan.

They're just trying to avoid hemorrhaging subs, and they're probably worried about losing sponsors.
 
If I'm correct, the major problem with Youtube's whole copyright thing is that if someone submits one the video is just taken down, just automatically, instead of giving the channel a chance to defend itself. That way, say a movie critic posts a negative review of a movie which totally counts as Fair Use, they can still take it down anyways.
Its worse than that.
Some DMCA-abusers would false flag/false DMCA a video, and if the victim counterclaimed, the abuser would use the victims personal data (from the counterclaim form) to immediately drop docs on the victim.
Eventually, victims (that could afford lawyers) got wise and got a lawyer to file the paperwork. Sure, go ahead, DMCA-abusing chucklefuck. Go try to "Powerword: Real Name" somebody when the name on the form is "Cravath, Swaine and Moore LLP"

I love how it implies that you'd get fucked over if you try to contest a DMCA take down and that YouTube would actually give a shit about your counterclaims. As any YouTube Pooper will tell you, Viacom will DMCA any video that contains anything resembling a yellow sponge.
Notice how they never made a DMCA-abuser watch a smarmy video admonishing them for committing perjury? Which is what a filing a false DMCA takedown request is. It is a claim that the DMCA-abuser owns a copyright and will sue someone to protect it.

If they had done it the first time? It might have been genuine. Now? Not a chance! They're trying to save face and salvage their subs. Everything they said in that is total bullshit.
