Drawn faces are not human faces. Humans are just really good at reading them as such. The posted smiley face is two dots and a curved line on a yellow circle. It's fine. It works as a face. You need very little illustration wise to make a character readable for an audience. You don't need them to be autistic.

My favorite analogy is a vtuber avatar is just jingling keys for a baby, the entertainment equivalent of empty calories while the actual stream subject/content is where the entertainment nutrition is.

Why is the face rigging so bad? Their mouths barely move, the puppets just kind of lean left and right, the head doesn't seem to turn, and the eyes constantly flitter like they're having a stroke. Doesn't that take you out?

The answer is it depends on the vtuber, themselves and their rigging. The big names in hololive are notorious for garbage setups because they use their own app instead of vtube studio, so they have a lot less feature support. There's also vbridger, which is designed to handle mouth movement but it's an amateur project being made in the spare time of a few riggers
A major part is live 2d itself, which is essentially animated by warping and moving layers. Essentially it's paper doll animation, but you can only stretch so much so the range of motion is extremely limited. There are a ton of artistic tricks that can be used to help with this but something like turning the head sideways or slouching is borderline impossible.
It's a technical barrier that the big names can cross with high spec $20k models, but even then there's the issue of actually operating the avatar. It's hard to explain but the expression of the character and the expression of the actual person often don't match up, and to be expressive as a vtuber involves moving in weird ways combined with timing button presses to alter expression. Shylily is generally considered to be the best at this, with both the 2d setup and the operational skills required, and even then it's nowhere near perfect.
In other words, it's a matter of technology and budget, so a lot of vtubers simply can't move like a person. It's a limitation of the medium that even hololive with their multi million dollar nocap studio can't overcome.

You're overstating the complexity of the technology required. Fillian has full 3d tracking and she's using a stock model.
