In a way it makes sense. Ulster and Northern Ireland make for a very awkward border in the EU and for treaties to deal with which has made EU expansion and maintenance in the British Isles after Brexit quite annoying. Ulster represents the most anti-unification side of Ireland here and as such offer a horrendous piece of land that would stay out of the EU.
