I feel like out of the two Vivzie shows that Panty and Stocking could be compared to, Helluva Boss would be the one to do it with only because while Hazbin has crude humor, it's much less comedic.
Meanwhile Helluva Boss and Panty & Stocking follow very similar premises of a group of beings related to the Christian afterlife being tasked to kill for profit.
The difference is that Panty & Stocking's humor is more based on how it's a parody of American culture from a Japanese perspective with some jokes derived from American pop culture and experiences like the weed shop joke.
Meanwhile Helluva Boss' crude humor is just because that's Vivzie's style of comedy which by itself isn't a problem since Vivzie can actually be good at telling jokes. The core issue with Helluva is how much it takes itself very seriously and wants to have continuity and character development yet it conflicts with other shit.
Apology Tour is a great example of this where Blitzo apologizes a lot to the people he's wrong yet it doesn't stick, and Stolas dates another dude but it doesn't stick.
Theres also Sinsmas which makes a big deal about Blitzo sparing a gay father with his new husband cause he sees himself in him which by itself I guess could be the start of a character arc but then he kills a dude who has adopted orphaned children without thinking despite seeing the crying orphans.
Now this adds another issue is how Helluva Boss unintentionally creates a lot of moral dilemmas from the clients IMP chooses especially with the more serious tone. If it stuck to being heavily comedic in the hitman stuff that could be one thing while the drama goes down in hell but there is drama incorporated with the hitman stuff. Not to mention, a lot of the people IMP kills are for petty reasons, like if they were bad people the drama stuff could work in making these characters sympathetic.
Compare this to Panty and Stocking, who kill ghosts and demons while mostly being utter bitches. Yet despite the girls being assholes, the heartfelt moments can work since it adds another layer and it's still consistent as some of the ghosts are not bad people but it isn't the norm. Like these people were already dead or manifested grudges that are causing problems while the humans that IMP kills mostly mind their own business.
Theres also the fact that again while Panty and Stocking can have its heartfelt moments, it still mostly sticks to being a comedy whereas Helluva Boss keeps becoming a soap opera progressively.
