Japan is really fucking weird sometimes, I love them of course but every so often they make a decision that just leaves you scratching your head, like blurring out genitals in what is still fucking pornography, the point of that is?

There's no way Capcom could lose enough money to really hurt them with Rival Schools and Darkstalkers revivals, so why not give it a shot?

In the case of Nintendo they seem to have an obsession with always reinventing the wheel with every new game even though that isn't really needed, sometimes more of the same is perfectly fine.

And with Konami yeah, they make a lot of money with pachinko, but they could make even more money by still producing video games in addition to that, but nope, gotta leave money on the table and let valuable ips rot because....

the rest is basic corporate economics - why spend 100k on a product that at best makes 500k, when you can spend 1 million and get 5 in return? plus budget isn't infinite, the 100k you spend on game A won't got into game B etc. (and before anyone quotes me on that, the numbers are an example). you can especially see that with konami, how much do you think an "erotic violence" slot machine costs and how much it's gonna make compared to what it costs to employing a full-fledged dev team that might or might not produce something that actually sells? even licensing is risky, because there's always a chance it devalues the IP and has a lot more factors involved (who when where what) which makes it more risky than putting a name on a pachinko machine.
same reason everyone is jumping on the mobile bandwagon, it's cheap to produce, you can shit out dozens of games this way, and if you make it big all those other failed games are peanuts (although the space is highly saturated by now driving up costs in marketing alone, which is gonna lead to a re-alignment asf).

Genitals needed to be censored but a photographer in the late 80's/early 90's claimed that pubes weren't genitals and he was right, so that could be shown from there on out, but no actual genitals. Porn censorship in Japan is as old as the Meiji era itself among the other forms of censorship that were in place too, and it's the one form of censorship that remained left untouched after America occupied Japan in the aftermath of WW2. So I assume there is some sort of "old tradition to respect" in rule here too.

There might also be pushback from the industry.

I know that JAV producers use the mosaic as a way to obscure poor production value or to do things that would be hard to film without the mosaic adding ambiguity, artists for H-games regularly use the mosaic as a crutch to obviate themselves of the responsibility of drawing or rendering genitalia properly (this became clear with the advent of officially decensored games released in the west), and though I generally don't watch animated hentai I'm pretty sure at least some of those studios use it to cut corners downstairs given how many corners some of the hentai I have seen has cut in areas without a mosaic in front of it.

The only segment of the hentai drawing ecosystem I can think of which doesn't routinely take advantage of this crutch are the manga artists because as best I can tell most of them actively play chicken with the censorship especially once their work sees release outside of monthly anthologies, which is where most of the jokes about the censorship being a gigantic penis with one or two tiny black 1mm thick lines going across a tiny section of it like the most exact demill torch cuts you've ever seen.

Also the internet has made those who want to produce uncensored porn pretty much free to not give a crap as long as they host abroad so I don't think there's much impetus to change anything from that side.

Indy devs have taken up the slack. The first remothered game is really in the spirit of ps2 horror games. A lot of puppet combo games are in the spirit of late ps1 and early ps2 survival horror, and made it popular to make games of that style. I am sure there are more, I don't pay as much attention to this type of shit as I used to.

The more I read I come to the conclusion that it's HR or PR bitches who go to overpriced events with woke bullshit, then they decide "that'll fit good in our company". So they invite those "intelligent academics" to speak about their shit.

but then it will mostly be an issue for the big corps, can't see smaller devs that cater to nip taste go all in on the woke train.
