Did you miss the "If you're breaking Swiss law, ProtonMail can be legally compelled to log your IP address as part of a Swiss criminal investigation" in the article itself? He literally said he can't refuse when it's part of a criminal investigation.
I am not going to play the semantics game with you. Either you're going to give me actual documented legal examples of ISPs/webmasters getting away with refusing to cooperate with LE user data requests, or you're going to admit that you're just perpetrating unfounded hearsay about what ISPs and webmasters might just maybe be able to get away with, like, allegedly.

Don't forget Australia has been going hard on it for a while. For a large amount of time after Brenton Tarrant minecraft'd those muslims in NZ, my ISP blocked Kiwifarms coz the PM didn't like it.
This is my legit concern. Our newly minted "Cyber Crimes" task force is looking at ways to "get around the VPN problem". I have a feeling its why all of our major services have been hacked lately.

There are two things I think people are missing here about blocking vs post banning.
1. He likely isn't blocking at the forum software level but that of the OS/server/network.
2. Even if it was possible at the forum software level, it still wouldn't be that easy. I don't know how Xen software works but from what i know of other forum software, it's probably not possible to use (apply and revoke) bans in a transient way. Specifically, while you could setup a ban rule for a wide ranging but specific criteria (geoip), there is likely no way to unban easily or in mass, based on future lack of said criteria. So all such accounts would remain banned and have to be unbanned one by one. Some sort of permission based role system might work but that would be even less likely to be able to be able base on something like geoip etc. And the software would have to be have a role/permission system like Lithium forum software, something versatile, robust and powerful enough to setup a role in that way, and the ability to auto apply/revoke roles. (again like lithium had with its hierarchical rank/role list)

This is an interesting claim, I would really enjoy it if you divulged more information about this. I dislike law enforcement that decide the best form of defense is attack.
I see two upsides: German police from now on will have no records of their citizens accessing this website so prosecution involving KF will be more difficult. Secondly if the German glowies were using German IP addresses to scan KF as Null said, they can no longer perform their scanning operations from their home turf (of course, this could be easily mitigated by using servers from a different country IF their retarded laws allow for it).
