Feel free to rate me Optimistic here, and I'm sure I'll be brutally BTFO in a week, but I don't think Arelion can cave. Consider the following:

1. Arelion (AKA Twelve99, AKA TeliaSonera International Carrier) is owned by the Swedish government as strategic national infrastructure.
2. Swedish domestic law has specific provisions on the (non-)right of infrastructure providers to deny service in certain cases (see https://sv.wikipedia.org/wiki/Kontraheringsplikt and certain provisions in domestic telecom law)
3. Nothing on this website is hate speech (only Swedish-language hate speech is banned), and domestic law expressly prohibits nationality-based discrimination within telecoms (LEK (2022:482) 7. kap 41 §)

It might be possible, but it's gonna be a hell of a lot harder than US-based companies, since this is actually regulated in law.
