There are lots of gunshot wounds where people don't just drop immediately, the guy running off doesn't really tell you anything about whether he was hit with a fatal wound or not. In the Allison Parker and Adam Ward murder video that went viral a decade ago, the shooter pretty much blasts her almost point blank multiple times and she just takes off running down the hallway.

It really depends on the type of gun and where they get hit.

the more I watch this it seems like the gunshot was a sound effect added in. It seems distant or quiet for how close to the phone it was.

I'm thinking the same. The weapon didn't have a the typical boom crack that you hear when a bullet leaves the weapon.

Real weapons have a boom from the initial shot and a crack when it breaks the sound barrier. In the military we were taught to count between the boom and crack to tell the distance of the shooter

If you've ever seen police shooting body cam footage you'll notice this effect is pretty common. The sound of a shot at arms length is actually too loud for the mic, it can show up as a half second of silence or it can make that tinny noise you hear in this, if the mic recovers quickly enough for you to hear the echo of the shot.
