If the rights holders are still vendors, then it would make them liable for illegal content using their services (E.g. guilds that act as proxies for CP circulation or terrorist groups). If the rights holders are private after EoL, still using those services, it would make them (the private maintainers) liable if their moderation isn't up to snuff. It's a reasonable concern for server based games.

I actually feel like it’s the best possible response as it shows a clear conflict between consumers and the industry and that regulation is the only way to resolve it moving forward.
