Champions of Breakfast is a very boring copy-and-paste schmup. You could copy it entirely by following a tutorial, and you'll probably make it twice as fast and twice as good.
Heartbound uses almost exclusively the most tedious of RPG tropes for its gameplay. It doesn't have random encounters or combat growth, so it's more like a walking simulator with a combat minigame. Worse yet, the story has zero emotional challenge whatsoever. Every text box is utterly milquetoast, bland, forgettable.

Heartbound really tells a lot about him. Jason is incapable of writing emotional challenge because he is utterly terrified of the very prospect of his ego being challenged at all. What a specimen.

Saw in another video though that in the first voice videos, he's fat so maybe that's why his voice is like that.

You could literally just ask Google Gemini to make it and it would give you something similar. Also CoB being a tutorial project and Jason was closely following a guide explains how it got finished. Has anyone cracked it upon and compared the code to any tutorial series out there?

I don't think it's always online. The live service game Jason has a relation to is Rivals of Aether 2. Never played Heartbound, so I could be wrong.

No, you can play the game online, as long as you are logged in on steam.
The game checks if certain Steam functions are online and determines wether you're a cheater on these, if you launch steam offline, you will still have these functions and they will still be provided to games launched through it.
