Yep it was. The dog wasn't even suppose to be in the lobby let alone on the furniture, and when Jon said the dog could "do whatever it wanted" it made the residents mad, so they pushed it off triggering this whole scuffle.

I'm not an expert in dog behavior, but I do know enough to know that if you beat a man and his dog is right there the dog will generally want to protect him. That dog looks like it's been trained to fear acts of violence and is panicking when it sees fists being thrown.
