Likely an impression, as Cobes (probably because autism) has been fooled in the past where any generic "authoritarian" voice is easily interpreted as his dad. There's some video I can't find atm but someone calls him doing a "Dad voice" that didn't sound anything like Clint asking about screaming and a goat he smuggled into the apartment, and Josh was easily convinced despite the subject matter and the guy sounding nothing like Homedad.
