The rep payee (clint) should be doing this however often, the recipient can also be held liable for overpayments.
Now, people with overpayments can try to get a waiver. To be eligible for a waiver:

The ssa has no obligation to grant waivers. They can choose to reject them. And overpayments will haunt Clint too if he is found liable. Overpayments can be taken from his SS benefits. And once Clint dies or retires, boglim will switch from ssi to dac benefits if his onset age of disability was before age 22. So he will get s higher end fit amount and no longer be restricted to the asset or income limits of ssi.
If boglim marries after being eligible for dac, he will lose dac benefits unless he marries another title ii recipient, which would be another dac, ssdi, or retired person.
