Kylie's disabled so doctors play a different role in his life compared to an abled person's. All of his government handouts started with his doctors' recommendations and they could easily stop the services he's taken for granted. They're gatekeepers, if you can convince a doctor you're too disabled to function in society thus need a tugboat and other services, you're in. If they don't agree, you get nothing. Kylie follows some people whose main disability is pain or causes major pain so doctors control their access to painkillers and can cut them off if they think they're abusing it or don't need a dose that high.

Teachers do play a similar role as doctors when you're younger as they get a big input regarding what services you need in school. Sometimes they can be overruled when they're trying to claim that you don't need an ASL interpreter but other times they'll listen to the teacher.

A good teacher who cares about you can ensure that you'll get everything that you need to do well in school but a shitty one will shrug it off when you're asking if the video you need to watch for homework is captioned then give you a F on the assignment because you couldn't understand the video.
