A bus stop 2 blocks from Mallon means he doesn't have to waddle all the way to downtown. Waddles 2 blocks, catches a bus that takes him downtown to the bus plaza.

Does he still have the payee or is his check sent to Mallon Place and Mallon gives him the $70 Personal Needs Allowance. I get the feeling he no longer has the payee and the 70 PNA he gets from Mallon he started to blow it all on restaurant meals and lost his phone service due to lack of payment.
The payee has to help him manage the SSI. Part of that is making sure that to the best of the resources available, housing is met. The reason Lucas has a payee to begin with is because he is not capable of responsibly managing his funds on his own. Instead of paying rent, he would eat at the Steam Plant and buy a bunch of Venom energy drinks.
I got this directly off the Social Security Administration's guide for Represntative Payees. It even goes into people in a nursing home and institution. According to this guide, yes, the payee is responsible in some ways for insuring their recipient is not homeless. In the case of voluntarily ceasing payments to the nursing home for a return to sleeping on the streets, that should not be done. Especially if it is ran by an accredited social services agency.
That indicates how the payee is supposed to use said funds - but the payee can't make Lucas stay in the facility. If Lucas wants to leave, he lets his payee know and then he's back to HOC (if there are beds available) and picking up money from the payee when he needs it. His payee is most likely way over burdened and underpaid, hence giving Lucas his $1400 stimulus payment all at once instead of rationing it out reasonably for him.
You are reading more into it. The "First, you must take care of the beneficiary's day to day needs for food and shelter" means the payee must 1st see that the rent is payed and the person has money to buy food if need be. It does not mean the the payee has the responsibility to find the person housing and/or the authority to keep the person from leaving a current place of residence. When he was booted from Pioneer Pathway, the payee was in no way responsible to find him housing and now that he is at Mallon the payee has no authority to keep him there.

Maybe I am. Lucas does not know what is in his best interest, obviously. He proves this every day. Voluntarily becoming homeless for anyone, especially someone like him is obviously the wrong choice.
The payee may not be in agreement that he leave Mallon but she can't stop him from checking out.
Could she get any kind of court order making him stay there?
Not at Mallon Place because it is not a secured facility and residents are able to freely come and go and whatever a resident does on the outside, they are not able to control. (just so long as they are back by 11pm)
