I don't think he's at Mallon Place but in an apt very close to Mallon. This is the 1st meal he "cooked" after he said he'd moved to the adjunct apartment. He's eating on his bed. If he was still at Mallon he would not have been allowed to take a meal to his room. He would have been eating in the Mallon dining area.
