As for Lucas possibly coming into a trust; he could have a "Able Account" which is sort of a trust fund for people on SSI. With an Able Account you do not lose your tugboat. Able accounts can only be used for very specific purposes. It can be used for housing, medical care, and education and training, and that is about it.
