as far as I know, she's seen him with a man who may or not be an actual wrangler of tards (or simply security from the place or something) and she's told me every time he comes in multiple people are watching him.

If it is indeed a tard wrangler, then it is probably a situation where his social service agency or the school requires him to be accompanied by a handler to prevent chimpouts or Lucas being too creepy. I'm sure if that is the case Lucas is not happy about it. But since he is on the dole, he gets to give up some of his rights.
