I wouldn't put it past Lucas to only be delivering his cocktail penis to homeless girls.

We've known him to stalk various street kids; heck he tried to have the girls he saw as prostitutes arrested (probably because they rejected his advances) by "reporting them", whatever that meant.

I also think his unwillingness to give gifts while they're awake could be explained by the recipients being girls he liked.

In a reply to someone Lucas said he ended up at the mental hospital because he went all psychotic. The court proceeding would have addressed that mental health issue only, since that was what he was there for.

I think the girl from Starbucks may have filed a restraining order against him. I think I saw that somewhere. Don't know if it was approved or not. Restraining orders are not in and of themselves criminal hearings. It only becomes criminal if they are violated. Not sure if this is what he meant or not,

The date of the Starbucks incident was December 22, 2016 according to this article. The above screenshot you posted mentions Lucas being banned from the House of Charity until April so it may be unrelated.

Yes, I saw he was banned till April. It looks like the authorities went looking for him on Jan 17, 2017 at the House of Charity and were notified he'd been banned till April and there was no info about his current whereabouts. The file date for the order was Jan 05, 2017. Don't know the length of time for the process: when the order is requested/accepted, it gets filed, someone is sent to look for the individual etc. This is the only order I know of that's surfaced since Lucas been in Spokane. Not knowing the girl's name, can't say it is her in the order.
