Strictly speaking you don't need to actually commit a crime to be told to fuck off or for the cops to be called if you're found to be skulking too close to schools on a regular basis or acting in a questionable manner close to them. I've seen it happen. tldr is schools have alot of legal leeway when it comes to ensuring the safety of their students. In short if somebody gets reported to a school for any kind of questionable behavior or is noticed for hanging around a little too closely without a legitimate reason the school can easily involve the cops without an actual crime having been committed at that point

If he were to be noticed by someone at the school, or some student got a bad vibe 'from the creepy guy watching across the street' or someone there realized who he was and knew about his history he'd be out of there real quick and have it made clear he was to stay away in no uncertain terms. Not a good idea to push your luck when it comes to schools. They do not mess around when it comes to the safety of their students, especially when people give off obvious creeper vibes and have no legitimate reason to be there in the first place

He is homeless, alone and really has nothing left to lose. The point is going to come where the desolation he is experiencing overrides the moral or legal constraints in his mind and he just says “fuck it” and acts on his lower impulses. It's not for lack of beds. Just yesterday I was looking into the shelters that sent people to the library, came across where one of the shelters was listing how many beds were available daily in the various shelters. HOC had to space the beds apart, it still had beds available for men. So yea, why is Lucas not staying there anymore.

If he isn't staying there anymore there is a reason for it. He must have said or done something to piss somebody off. Doesn't surprise considering its not the first time he has been kicked out of that place. It does show he's a short sighted idiot though, there are finite number of options for lucas to have a roof over his head and food provided for him in spokane and its unwise for him to alienate any of them. Thats how you end up on the street during an unseasonably cold winter sooner or later. He's acting like he isn't giving the slightest thought to a long term solution for getting off the street. Considering how back in his rant about the people he was living with back in 1998 - 1999 he made it clear that living on the streets 'scared him more than anything' it really shows you just how much his mind has degraded since he wrote that back in 2010

The library was meant to house homeless from 2 shelters. Women from Hope House women's shelter and a group from the Cannon shelter (Jewels Helping Hands). An indoor shower was set up for the women from Hope House and outdoor restrooms and showers for the people coming from the Cannon shelter. Lucas ended up at the library. We've seen his videos in the port a potty, so it seems the outdoor shower would be available for him to use, but for some reason he isn't.
