i've often wondered what he means by this - typically isn't it used when you make an observation on something in a questioning manner (why do we park in drive ways and drive on park ways?) then follow with an appeal to authority instead of an actual answer, usually due to the questionee being unable to articulate the reasoning behind an answer (take it up with American English speakers, it's just the way it is).
in the example given, he's suggesting that Bernie Sanders knows why [things are bad], but he's not asking a question - he's making a statement. so what is the point of "taking up" anything with Bernie Sanders in the context of a statement?
i suppose it's a (stupid) way to phrase "Bernie has the answers"?

Strictly speaking you don't need to actually commit a crime to be told to fuck off or for the cops to be called if you're found to be skulking too close to schools on a regular basis or acting in a questionable manner close to them. I've seen it happen. tldr is schools have alot of legal leeway when it comes to ensuring the safety of their students. In short if somebody gets reported to a school for any kind of questionable behavior or is noticed for hanging around a little too closely without a legitimate reason the school can easily involve the cops without an actual crime having been committed at that point
If he were to be noticed by someone at the school, or some student got a bad vibe 'from the creepy guy watching across the street' or someone there realized who he was and knew about his history he'd be out of there real quick and have it made clear he was to stay away in no uncertain terms. Not a good idea to push your luck when it comes to schools. They do not mess around when it comes to the safety of their students, especially when people give off obvious creeper vibes and have no legitimate reason to be there in the first place
