ffs tobacco is legal too, doesn't mean you're allowed to smoke anywhere you want. They don't allow it in the shelter for the same reason they don't allow alcohol: it'll inevitably lead to drunk or high hobos starting fights and somebody getting injured which creates a ton of liability

That said, he can't claim his previous doctors didn't specifically tell him to stay away from drugs of any kind because of their risk of affecting his already screwy brain chemistry.
