A windowless panel van is more his speed. It's just as well he doesn't have mobility or a place with any privacy. He may be fat and out of shape but even so, he could still probably overpower a young girl if he got her somewhere secluded and thought he could get away with it. Does he even have a license?
I know "no trolling plans," but this is something where I hope someone drops a dime on him. The local PD has interacted with Lucas numerous times, so they know his inclinations, but the fact he's hanging around a high school openly creeping on the underage students is deeply concerning.
It would carry a lot more weight from someone local, and if delivered in a non-hysterical tone without being massively autistic about it, just this guy Lucas Werner, who has an extensive rap sheet with you guys and has expressed attraction to underage girls on numerous occasions, is hanging out and acting suspicious around this high school. You should probably let the school know this is happening. He probably hasn't done anything illegal, yet, but there are decent odds I think that they'd tell him to knock that shit off pronto or else.
They might even want the actual sign if it's particularly creepy.
