She couldn't; In addition to what other kiwis have said about how maturity didn't sell, she's very afraid of aging because aging means getting closer to death.
It's why her next album had her looking like a birthday boy with that stupid cowboy hat, and her antics kissing Britney Spears...

Madonna was very good-looking 40 when Ray of Light came out. A 40-year-old woman can be desirable to wealthy, accomplished men (she married Guy Ritchie, who was ten years her junior, at this time--huge red flag), and an aspirational object for younger women. The problem is, you can't pause aging at 40. You just keep getting older...and older...and older. Madonna probably could have handled being 40 forever, but she never wanted to be an old person. The breakdown was about 10 years later, when Madonna was in her early 50s, and desperately trying not to become an old lady.
