It doesn't say NGRI, it says "individuals with serious mental illness," which Chris definitely is. The autism deferral is a completely separate thing, 19.2-303.6. It's hard to imagine finding someone disabled by a mental illness that isn't serious. You wouldn't get disability at all for a non-disabling condition.

I specified that this is different because someone else thought I was talking about the autism disposition. The point is, autism isn't legally classified as a mental illness and as far as we know Chris doesn't have anything else

Two unknown orders, a transportation order, destination unknown, and a letter, presumably filed by either Heilberg or perhaps whatever tard wrangling operation has him now.
