It might take a while if he's in a group home or something like that. He'd probably have to earn privileges to go out, not to mention he doesn't have a car anymore.
Some group homes only let clients leave for medical appointments and such and only with a worker. If he is in a strict one like that (and he may be due to nature of his crime) he is unlikely to be run into.
