The point was to limit over pen in urban areas. I don't have any empirical evidence on their performance but they were well regarded for the time. the 200gr was really long for caliber so it should have produced a gnarly wound tract. IIRC they ran about 600FPS. it was a similar train of thought that the British had with their .455 and .38-200 "manstopper" rounds for their webleys.Did they have adequate penetration though? Birdshot will dump all the energy into the target, but not necessarily cause a physical stop.
It should also be remembered that the average police cartridge load at the time was the .38 special 158gr lead round nose. A load so anemic that it had the moniker "widowmaker" because it failed to stop criminals. this round is now marketed as a "light target" load.
The late 60s/70s saw great advances pistol cartridge development. the 38psl +P came out (pioneered by SuperVel), and hollow points started to get real dev time invested. police agencies finally started allowing the issuance of .357mag ammo during the crime waves and race riots. .44mag and .45 colt also got fairly widespread adoption during this time.
