Being curious I decided to look up if the Crown is the plaintiff in DV cases in Quebec. This is the closest I could get to why the plaintiff/complainant name is different.

In most, if not all cases, Crown counsel should seek an order restricting publication of any information that could identify the complainant in sexual offence cases pursuant to s. 486.4 of the Criminal Code.

That's normal in a lot of places. Here, criminal charges are brought by a "complainant" and that will either be a police officer or the Department of Public Prosecutions.
