Well everyone acts tough in a riot until the National Guard shows up to dispel the rioters. When the 1992 Los Angeles riots happened it was two weeks of pure chaos and the rioters and looters were flexing on the police until the National Guard wielding their M16 rifles and Humvees would then show up to end the riots and from what I'm reading the state of Minnesota is having the National Guard ready in case if the shit hits the fan.

The funny thing about these sorts of things is that everyone acts tough until the military then shows up and points a rifle at you and tells you to go home and keep the order by then.
