The difference in quality between House of Cards and cowboy bebop is pretty stark. That I'm not too sure about. Even after the Bethesda deal was finalized they've only ever said exclusivity will be on a case-by-case basis. There's already precedent with Minecraft being released on literally everything, for example. I can see new/smaller IPs being Microsoft exclusive, and legacy franchises also being on PS5.It’ll turn out profitably because everybody who wants to play CoD this gen will buy whatever box MS is pushing right now.
