Oh I do believe it can exist, I'm just curious if anyone has done the math to look at actual impact + projected numbers. Essentially, I'm interested less in the fact of IF it is going on at all, and more in the question of "does it actually matter" - not in a moral sense, but in a statistical / political impact one. Again, as with the slight shifts that voting-by-mail might cause, it would be irrelevant in 99.9999 out of 100 cases, but when you have a winner-takes-all system, small numbers matter more.
