I did some digging earlier, because I'd heard about this from @Hellblazer. There are still airlines operating in Tel Aviv: When I checked Expedia, both Turkish Airlines and Alitalia both had flights that went from TLV (Ben Gurion Airport, where Eli likely disembarked) to BOS (Logan International Airport, where he likely got on the plane). Say Eli wanted to leave the country and went to the United States Embassy, they would easily be able to get him out of the country safely.
