Out of all the other things that other people already mentioned, the thing that jumped out at me from all this (aside the fact that Eli is going to die) is the scariest thing about all of this: you can tell Jace is really getting off on being in complete control of someone and unquestionable to the point where he could decide their life or death based on his whim. It's a narcissist's wet dream, and especially scary since he's doing it to his own friend. Notice how he said "Stryker out" at one point instead of "Jace out".

So when things get too real and hot for Jace, he goes into "Stryker" mode and disconnects (or at least tries) from all emotion, etc. into a world where he is a super soldier that is always right? Kind of like how a turtle retreats into their shell at the sign of danger?

At this point I think it's debatable just how much of a "friend" Jace is to anyone. He's approaching Chris levels of self-involvement. Does he often retreat into his Stryker fantasy when he's confronted? He'll be pitching curse-ye-ha-me-has at Walmart managers next!

But he still sent somebody into a warzone. Just because he was, as you say, pushed into deciding a guy who has been dead for years must be rescued from Gaza, it's still him who's responsible for coming up with this dumb-ass operation. After all, the only reason he sent Eli was because he himself couldn't go.

Jace is trying to coerce/blackmail Eli into going in to a warzone well sitting at home playing Nazi Zombies pretending he is a marine. The only thing Eli did wrong was trust Jace, why is Eli getting blamed?
for trusting jace in the first place would be one way of putting it.
it's hard to play the blame game quite yet. it may turn out obamatron is right in suspecting eli is on a ruse ship somewhere.

I like how Gail has no idea that her son sent his friend to die in Palestine.
It's been heavily implied she knows about it because Jace said she caught him doing "easy money" schemes with Tyce to raise money for Eli.
 
One of the worst things about this just occured to me. Nobody's going to know when Eli finally dies from whatever (besides the people who investigate his identity in Tel Aviv). Literally, his final signs of life will be some stray tweets on his Twitter account. One day, the account will just stop updating, and nobody's going to know why.

I don't think she knows to the extent of what's really happening. Im not sure she knows that jace was the one who sent him out, and just thinks that Eli needs cash to go on vacation and so they were helping him by selling weed.

If nothing else, this will unravel pretty quickly as soon as it occurs to Eli's parents to wonder where the hell their kid is. I hope.

The rules aren't really up for debate, but the entire point is that blaming people/groups/whatever for Jace's behavior really doesn't accomplish anything or move the conversation forward, all it does is brew resentment for whoever is getting blamed.

"Who is responsible" is ultimately a moot point and there's no point in a witchhunt.

I like how Gail has no idea that her son sent his friend to die in Palestine.

It'll be interesting to see what happens when Gail gets an angry phone call from Eli's parents. Will she actually fucking do anything or just "Young man" him? The timing would be kind of perfect. Jace is expecting Gail to cave in and let him move back in like nothing ever happened and odds are that would have happened. However if she gets this new info and calls Jace bitching him out then Jace will keep staying at Kyle's until his parents get sick of him. Then what? Staying with Tyce? It wouldn't happen and if it did then they'd be at each other's throats pretty quickly.

Realistically he'll probably get off with a slap on the wrist from Gail which will wrap a nice fucked up bow on all this. It'll be interesting to watch regardless.
