there is no proof of him having a diploma*. the ceremony on stage was by his own statement for vanity. He did not have enough credits to graduate, but because he was close to being able to they let him walk with his class. It's something they do to save you embarrassment. He claims he finished the classes he needed to finish and submitted his credits at a later date and got his degree. But if that was true he would have held that up, not a picture of him at a literal fake ceremony.

I don't know about Virginia or DC but in Texas and California I've seen "Report Drunk drivers" signs everywhere. They would have to sell it better calling to local dispatch directly "I would like yo report a drunk driver, I am in such and such freeway and this 5'1'' rage pig in a ___ car with ____ plates just drove by such and such intersection, clearly intoxicated.
