He will not be able to pop down to Belize and back to reset the 180-day clock since they don't give out 180 day permits automatically any more.

Well he will have to “earn” money somehow, wherever he lives.

With legitimate and semi legitimate methods closed off to him due to legal problems, tax issues and ducking out of child support, selling himself in shady alleys is the only route imaginable.
