A letter from Gateway was involved in the court proceedings. They have added the following message to their webpages about their locations and eligibility, and have removed links to the application form.
So when did Gateway stop taking applications? I have reviewed Archive.org and none of the most recently archived pages have this message, but they are all too old. I'm sure we would have discussed the waitlist message around the time of Chris's release, so I think the message was added quite recently.
Google's cached version of one page shows it was there on April 8. This is the oldest cached page they have, and it is 12 days after Chris was released by court order.
If Chris was admitted to Gateway, he may have been on the waitlist for a long time and would have been one of the last people accepted before they stopped taking applications. This could explain the long wait in jail after the transfer from the mental hospital, as well as the continuances after letters from DBHDS and Allyson K. Tysinger.

April 26 is important because Chris has a
garnishment hearing scheduled for that day. Basically he owes Bank of America money and hasn't been paying his debt.
I wonder whether the issue of funding Chris's ongoing mental health bills will be discussed at this hearing. Maybe BoA won't be able to garnish Chris's income while it's being used to pay for the looney bin's fees. If this is the case, the tugboat is sailing again.
