Before the "big reveal," I imagine he thought he had a shot at scoring with them. Didn't he say that if he could go back to his high school days, he'd "definitely get a Sweetheart from the Ground-Up" because he's "less naive?" This is a guy who thinks a waitress acting courteous was "flirting."

I recall Chris believing someones claim that Clyde Cash was an elementary school student. Chris not only believed this but also wanted the police to go to his school and arrest him.

I'd say he worked about the same level as a 10 year old, but with practice of some things maybe as much as a standard teenager, but I doubt he'll ever think or act like an adult.
