Basically, supermarkets sell prepaid Visa or MasterCards, you can purchase them with cash if you so desire.
I'm sure Null has a good method for converting prepaid cards, but it's probably at a loss over face value. Given the high fees involved we probably shouldn't be encouraging prepaid cards as a method of sending mass amount of money. Is it that much harder to buy a money order and a stamp instead? It's as good as cash and you can likely buy them at the same supermarket that sells those ripoff visa cards.
ETA: your local grocery store also sells stamps (by the book) and often has USPS mail drops right there (Though those ones out in random public places I probably wouldn't trust so much that they're actively being checked). Heck they even have sationary at extortionate prices if you're really that lazy. You could literally get everything you need to send Josh money at the same place you buy your wheaties.
