Here's the deal: whenever the elites have spearheaded cultural change, they couldn't have done it without the support of the common man. The reason the American Revolution was successful was because the Founding Fathers' ideas became popular with ordinary people and they decided that they were worth gaining independence from the colonies. George Washington, Thomas Jefferson and the like didn't force them at gunpoint to get on board with social change whether they liked it or not, which is what Bob wants.
