Not sure were he's getting this idea that Hillary is a stepping stone to unified enlightened world goverment. Litterally nothing about Hillary's career indicates a leader with such an agenda. Outside of their tendacy to avoid the cringey grandstanding of Republican administrations, American foreighn policy is pretty much the same under either party: Cultivate trading partners, pay lip service to the other western powers, destabalize/stabalize (who fucking knows) the middle east via israel, undermine the Russians as your main rivals, annihiliate anyone who undermines the status quo, Hillary would have played the same game the last 4 presidents did and would fuck the rest of the world in the arse if it benifitted america. We're centuries away from all uniting under one banner unless we're thinking Empire
Furthermore this all works on the assumption that such a state of affairs wouldnt simply to benifit the obligarchic elites of the world rather than the common people. For example the Trans Pacific partnership is pretty universally revilled by the left and anyone whose aware of how it could be used to dick the plebs over even if it does tie the western powers closer together. but Hillary would have almost certainly stuck with it, unlike Trump whose apparantly going to bury it.
