Bob in a world without internet would still be Bob. Only big difference is maybe only his family would hear his rants about the superiority of "Elites" or maybe he'd be some shitty critic in the newspapers. A lack of internet might force him to change (or pretend to) in order to get people to work with him but it's equally possible that he might be worse from losing the interactions he's had with people who disagree. The more interesting bit about this scenario is how changes to pop culture would affect his world view. A lack of social media would be detrimental to Social Justice catching on so he might resemble pre-Obama Bob and love neo-cons. That depends how far it advances in this world.

I could be wrong about all of that if his love of authoritarianism and dreams of a master race aren't something he's had all his life.
