Full disclosure, he was part of the marines, iirc, and was passed up for some promotion or position or something like that. He's got a chip on his shoulder to say the least. He does not, at least not directly. The chain of command is called that because it's a chain, one link leading to the next, and orders only go up or down via those links, and a guy way up the chain cannot bypass everyone in between him and another link and order them to do stuff.

What always gets me is that people seriously think repealing Roe v. Wade would mean abortion is instantly banned across the US and America becomes 1950's Catholic Ireland/Gilead off The Handmaid's Tale/Afghanistan under the Taliban (circle the boogeyman of your choosing).

Overturning Roe means that the states would regain the right to make laws about abortion. The Constitution does not protect the right to abortion (nor does it protect the right to gay 'marriage', but overturning Obergefell would be a barrel of worms I don't think the GOP wants to open for the forseeable future). Roe created a constitutional right out of thin air. It is as legally sound as saying "the phrase 'life, liberty and the pursuit of happiness' means that life begins at conception and abortion should be banned in all cases, except to save the mother's life". Like with anything not explicitly mentioned in the Constitution, abortion is an issue for the states to legislate first and foremost.
