I think it's simpler than that. $40k is shit in a Northeastern American city. Something else to keep in mind is not only is that $40k pre-tax, (so Bob has to save to make sure he sends Uncle Sam his check instead of just getting an automatic reimbursement like most people at that income level), Bob doesn't have any regular employment which means he has to pay for his own health insurance. Now that he's eaten himself into type II diabetes, I shudder to think of what his premiums must be at this point.
