Picard legit leaves the leader of the planet to get lynched by the veterans, snidely remarking how "it's clearly an internal matter", since he is horrified at the lack of care to this portion of the population. He comments that he already has his report needed, and in his captain's log makes light of how "if the government is still intact" they might try to join later, when they actually address how they handle their war veterans.
Billy-bob's only use is as a source of corpse starch. A servitor, like all machines, are bio-organic mostly, since any true AI via machines are banned due to a massive robot revolt that combined with a massive inability to travel around the galaxy meant that humans went through a massive collapse until Big E took charge.
A smooth-brain like Billy-Bob lacks the synapses to be even remotely worth augmenting, and that's before you get into his lard butt body.
