In the usage of Robert's hands, it's supremely annoying. It's such an obvious attempt of him to condescendingly try to convince you of how much he totally doesn't care.
Yet an appropriate one because shrugging is a gesture that usually means, "I don't know" and Bob is a supreme ignoramus who knows nothing.

It has come to annoy me over time as I realize that it always, always indicates one of Bob's lies. I dislike being lied to, even when it isn't by a barely ambulatory McNugget graveyard.
 
I am gravely disappointed by the lack of Bob bitching about Trump stealing Halloween so far today.
