That's cause it literally is, that's Jonathan Joestar from JoJo Part 1, with Will Anthonio Zeppeli's outfit. Except the outfit has a different color palette. This isn't the 1st time either, Neon Katt's new design was confirmed by the designer to be straight-up taken from Jolyne Kujo.
I am admittedly a fan of the whole “characters drawn to fit in a different show” art stuff.
I honestly still want to see them try to pull something off with the villains or Martian Manhunter and try to make them fit in the context of this universe.

Its no worse than "his semblance is an iron will". Its depressing that semblances have devolved into character traits. Its honestly just a copout for shitty writing at this point.
